feat(cloud-native): create utility image to run commands for cluster #10973
Description
With cleaner being removed from AS and would be taken care by installer, we need to create an utils image, e.g. docker-jans-cloudtools
This image will contain:
- cleaner
- certmanager
- kc-scheduler
- etc.
