This PR is a newer attempt to start the API improvements described in #19204.
This PR shards the JSON API by os/arch combination, so an install event will only download the information relevant to the particular system being used. This PR just starts generating the API, and I'll make a follow-up PR in the future to actually start using it once it's made it through formulae.brew.sh.
