Follow-up to #20038
Now that the sharded API is available on formulae.brew.sh, let's add an undocumented
HOMEBREW_USE_INTERNAL_APIswitch to control whether it's used.Note: this is not yet ready for even maintainer/developer use, since I plan to modify the API in the future which may cause breakage when using this flag until everything has stabilized.
