Should we add the "Autotools to CMake" section from https://hdfgroup.atlassian.net/wiki/spaces/SE/pages/872546305/Autotools+to+CMake+Options
as a release_docs file or as a doxygen page?

Should we add the "Autotools to CMake" section from https://hdfgroup.atlassian.net/wiki/spaces/SE/pages/872546305/Autotools+to+CMake+Options as a release_docs file or as a doxygen page?

Thinking about this more, the autotools section should be a release_docs/ConvertAutotoolsToCmake.md file and the whole document should be in doxygen as a CMake options page.
