EVPN is brittle in the way the RIB pointer is stored. Recently, an attempt at rationalizing how it work was made, but broke all `show bgp l2vpn evpn` commands if the speaker is not a VTEP (e.g. a route-reflector), that is, any speaker with no VRF with `advertise-all-vni`. This new assert will hard-fail if we cannot access the EVPN VRF, with an explicit error message. See: FRRouting#19220 See: FRRouting#19241 Signed-off-by: Tuetuopay <tuetuopay@me.com>
