New feature to allow users to immediately leave IGMP/MLD groups using IGMPv2 Leave or MLDv1 Done. This is useful when there is only one host in the network and we want to be able to quickly stop multicast traffic.

(Somewhat) useful when dealing with an interface that has only one host
attached.  Only works for IGMPv2 and MLDv1, other protocol versions have
no leave message.
