Fixes previous upgrade attempt to Python 3.13 - Adds audioop-lts as a requirement for Python 3.13 - Updated minimum versions to 3.9, as 3.8 will not build without errors

Fixes the previous upgrade attempt to Python 3.13
I've enabled this project's workflows on my fork for current and future use. This fix passes 3.9 through 3.13 workflow builds. "audioop-lts" is key to making this work. It ports audioop to Python 3.13+
