部分修复 #1135。“已有实例”弹窗在设计中永远不会出现，如果检测到 TouchHelper.exe 正在运行，Magpie 不会再次启动 TouchHelper，但这个机制无法防止第一次启动 TouchHelper 尚未完成就再次尝试启动。这个 PR 删除了这个弹窗。
提高了 TouchHelper 的版本号，缩放前可能会请求管理员权限。
