azdev (general) - This PR updates Python version support and package dependencies for improved compatibility.

Description

This PR updates the package to support newer Python versions and modernises dependency constraints for better compatibility and flexibility.

What's Changed:

• Add support for Python 3.11, 3.12, and 3.13
• Tested compatibility for both aaz-dev and azure-cli-dev-tools on:
  • https://github.com/RenSilvaAU/compat-test-azdev/actions/workflows/cross-python-build-and-test.yml
  • https://github.com/RenSilvaAU/compat-test-azdev/actions/workflows/same-python-build-and-test.yml

Why This PR:

• Extends Python version support to include the latest stable releases
• Modernises dependency constraints to allow for compatible newer versions
• Ensures compatibility with packages that depend on the wrapt library

Effect:

• Users can now run aaz-dev-tools on Python 3.11, 3.12, and 3.13
• More flexible dependency management reduces potential version conflicts
