Unable to Create Ship Waypoints #2895

Describe the bug
Unable to place ship waypoints on this save file only. Starting a new game on the same scenario does not have the same issue.
To Reproduce
Steps to reproduce the behaviour:
- Open attached save
- Attempt to place a waypoint with any new or existing ship
Expected behaviour
Waypoints should be able to be placed on any water tile, but nothing happens.
Additional context
I have yet to be able to reproduce this on any other save.
