Describe the bug
When these buildings are at their final stages of construction, OpenLoco renders the scaffolding incorrectly.
"Office Block", "Office Tower" (behind office block in first screenshot), "Offices". Other buildings not tested.

To Reproduce
Scenario was Aerophobia.
