This PR adds qualification options to libraries similar as it was done for Framework path (e.g. XCFramework support workaround). This was requested in discussion #610
Second commit fixed a bug/todo related to Arm64 library/framework qualification for arm64 on simulator (corresponding UT added)
Also some amount of white space cleanup was applied by Idea.
