Ability to pass Espeak Options over Mycroft Config #3018

I had the Problem that the Default Word Per Minute Setting for Espeak (which is recommended for the German Language in the Official Docs)
was way too fast for me. It was not Possible to Understand Mycroft in German via Espeak.

I would like the Option to pass Certain Parameters of Espeak via Config File of Mycroft
