Footer has incorrect links #945

The links in the Footer Nav are incorrect.
Reproduction
- Visit any page
- Scroll to bottom
- See error.
Expectation
The links in the footer are set to be universal across projects, and should not be localized to an individual project.

Additional context
If the project/site in question requires localized "footer menu" items. An issue within Vocabulary itself should be opened to see how to expand menu options to accommodate such a feature. At current Vocabulary doesn't support such a menu.
